Mmkays thinking of this just off the top of my head, so they are going to be ever so shitty and not well thought out, but eh, we can always expand 'em.
Scenario 1
On the outskirts of an over-populated, crowded city there lies a village. This is a little village, with only a few houses scattered around what is basically a large field with some gravel roads and one general convenience store in the middle. Normal citizens from the city dare not creep here, for the tales of madmen and the ghosts that haunt this place surround it and engulf it in a security blanket of sorts. The truth, of course, is yours to discover. In this little village, there lives a select community of people, all with powers. Most are teenagers, with there only being a few elders to guide them on their way. There are also ghosts; the paranormal beings who foretell strange occurrences and, this time, have predicted the end of the world. It's a heavy burden to bear for these teenagers, but now they're all set to battle with the darkness slowly rolling across the land (think of The Neverending Story). This blackness brings with it demonic entities that shriek and can scare the living daylights out of you. Not only do these people have to deal with this doomsday stuff, but meddling citizens of the city as well.
Scenario 2
A little similar to other ideas, but bear with me. This is sort of based on an X-Men roleplay I was in AAAAGES ago but anyways.
We are test subjects in a laboratory in a futuristic city, like many of those in this future society. Why are we test subjects? Because we're powerful mutants, of course. We're kept behind bars and tortured, many dying from the multitudes of experiments that most ordinary humans could not handle. But, one day, something happens and the place is overrun. All of the cages are opened and mutants are freed. There is a virus spreading in the outside world, which some mutants may or may not be immune to. This disease, although deadly to most, is not deadly to mutants. With the power we (the mutants) have, it's almost like our mission to find the source, as it is a crazy scientist in a lab somewhere no doubt, and take him down. There's a bunch of obstacles in the way, such as first finding the way out of the mazelike lab, through the city, and out, but hey, mutants are fighters! And don't forget all of the city-dwellers-turned-zombie-like you have to deal with.
Can't think of a third scenario. It's 2 in the morning and IT'S GAMING TIME
